Amends the Pennsylvania Municipalities Planning Code to exempt "nonbuilding lots" from subdivision and land development plan regulations when accompanied by a Department of Environmental Protection waiver stating no sewage disposal facilities are needed

Allows creation of up to two nonbuilding lots with a DEP waiver, or more than two lots if the property is being divided among immediate family members (spouse, parent, child, grandchild, brother, or sister)

Defines "nonbuilding lot" as a parcel containing no structure or building that produces sewage, though structures not producing sewage are permitted

Requires owners who later wish to build on or develop a nonbuilding lot to comply with all applicable statutes, regulations, and ordinances in effect at the time of construction

Takes effect 60 days after enactment
