Requires vehicles parked adjacent to on-street pedestrian plazas or bicycle lanes to position their wheels within 12 inches of the buffer area separating the parking zone from the plaza or bike lane, protecting these spaces from encroachment.

Exempts school buses and school vehicles from these parking requirements when picking up or dropping off students, allowing them to stop as close as practicable to the curb.

Preserves local authority power to establish special, alternative, or temporary parking configurations and signage near pedestrian plazas and bicycle lanes.

Establishes violations of the new parking requirements as summary offenses punishable by fines up to $15.

Takes effect 60 days after enactment and may be cited as "Susan's and Emily's Law."
