Amends Title 75 (Vehicles) to exempt emergency all-terrain vehicles (ATVs) operated by police, fire departments, or EMS agencies from vehicle registration requirements

In larger counties (first through third class), emergency ATVs may travel up to 2 miles on public highways without registration if primarily used off-highway

In smaller counties (fourth through eighth class), emergency ATVs may travel up to 15 miles on public highways without registration if primarily used off-highway

All exempt emergency ATVs must comply with Section 4571 requiring visual and audible signals on emergency vehicles

Takes effect 60 days after enactment
