Requires the Department of Human Services to request a federal Section 1315 demonstration waiver from CMS to impose up to 6-month eligibility lockouts for nondisabled, nonpregnant adults ages 19-64 who fail to report changes affecting their Medicaid eligibility

Changes Medicaid eligibility redetermination from every 12 months to every 6 months for individuals covered under the waiver

Suspends automatic eligibility renewal based on available information and eliminates the use of prepopulated renewal forms

Mandates notification of waiver approval to the Attorney General, Auditor General, Office of Inspector General, General Assembly members, and publication in the Pennsylvania Bulletin

Requires the department to resubmit denied waiver requests within 24 months of each denial; the act takes effect in 60 days
