Extends federal OSHA workplace safety protections to Pennsylvania public employees (state, county, city, township, school district, and nonprofit workers receiving government funding) who are not currently covered by federal occupational safety and health standards

Establishes the Pennsylvania Occupational Safety and Health Review Board, a five-member body appointed by the Governor with four-year terms, to hear appeals from compliance orders, notifications, and penalties

Authorizes the Secretary of Labor and Industry to conduct workplace inspections without advance notice, issue compliance orders for violations, and grants employees the right to request inspections and accompany inspectors

Imposes administrative penalties up to $10,000 for willful or repeated violations, up to $1,000 for serious violations, and criminal penalties including fines up to $20,000 and imprisonment up to one year for violations causing employee death

Prohibits employer retaliation against employees who file safety complaints or participate in proceedings, with remedies including reinstatement with back pay; takes effect 60 days after enactment
