Requires all State highways with two or three digit route numbers to be resurfaced at least once every 25 years

Department of Transportation must create a 25-year resurfacing plan for each engineering district, developed in coordination with metropolitan and rural planning organizations

Any State highway not resurfaced during the 25-year period must be immediately prioritized during the penultimate year of the plan

Department must publish a publicly available list of all two and three digit State highways, organized by county, showing when each was last resurfaced (complete or partial)

Takes effect 60 days after enactment
