Doubles licensure fees from $5 to $10 for both initial applications and annual renewals

Authorizes the Secretary of Agriculture to provide training in Spanish and establish licensing standards through general quarantine orders

Removes the restriction prohibiting licensed technicians from being employed by the poultry owner whose birds they test
