Amends Pennsylvania's Medical Marijuana Act to establish a comprehensive regulatory framework for independent laboratories that test medical marijuana, including a $250 nonrefundable application fee, $125 annual registration fee, and two-year approval periods valid only for specific locations

Grants the Department of Health authority to place conditions on medical marijuana practitioners including probation terms, limits on certification numbers, supervision requirements, and mandatory reporting to protect patient health and safety

Requires approved laboratories to maintain written standard operating procedures, undergo annual quality assurance testing, participate in announced or unannounced inspections, and submit corrective action plans when deficiencies are found

Authorizes the Department of Health to establish a State testing laboratory responsible for developing testing methodologies, maintaining a reference library, and conducting audit testing of approved laboratories

Adds one laboratory science expert appointed by the Governor to the Medical Marijuana Advisory Board, bringing total appointed members to three with four-year terms
