Commonwealth agencies that expend federal funds must enter into memoranda of understanding with the U.S. Department of Treasury to participate in the federal Do-Not-Pay Initiative, which verifies payment accuracy and identifies improper payments

The Secretary of the Budget must establish a schedule ensuring all applicable agencies join the initiative within two years of the law's effective date

"Improper payments" include overpayments, underpayments, payments to ineligible recipients, duplicate payments, payments for services not received, and payments that failed to apply available credits or discounts

Participating agencies must submit annual reports to the Secretary, Inspector General, Auditor General, General Assembly, and Legislative Budget and Finance Committee detailing improper payments identified and prevented, savings realized, and internal control weaknesses discovered

The law takes effect 90 days after enactment
