Increases the annual registration fee paid by the Office of the Court Administrator to the Special Court Judges of Pennsylvania Association from $200 to $400 for each magisterial district judge, Philadelphia Municipal Court judge, and Philadelphia Traffic Court judge position

Beginning July 1, 2025, redirects costs charged by magisterial district judges that would otherwise go to the Commonwealth into the restricted receipt account for the judicial computer system, while preserving county portions of fines

Eliminates the surcharge exemption that previously applied to traffic citation convictions or guilty pleas for summary offenses under the Vehicle Code

Applies the new deposit requirements retroactively to July 1, 2025, with the overall act taking effect 60 days after enactment
