All Pennsylvania school entities must equip drinking water outlets with certified point-of-use lead filters by January 1, 2027, and replace non-filtered fountains with bottle-filling stations at a minimum ratio of one per 100 students and staff

Establishes the Safe Schools Drinking Water Fund with a $30 million initial transfer from the General Fund, allowing up to $10 million in annual grants for three fiscal years to help schools install filters and replace fountains

Grant priority goes to school buildings constructed before 2014 and those serving prekindergarten students

Schools must submit compliance plans to the Departments of Education and Environmental Protection by August 1, 2025, designate a contact person for public communications, and post filter maintenance schedules at each outlet

Applies to school districts, charter schools, intermediate units, career and technical schools, and private/nonpublic schools; defines "elevated lead level" as exceeding one part per billion
