Prohibits the manufacture, delivery, or possession with intent to manufacture or deliver tianeptine (including any salt, compound, derivative, or preparation) by unregistered persons or unlicensed practitioners in Pennsylvania

Classifies violations as a felony punishable by up to 5 years imprisonment, a fine up to $15,000, or both

Amends The Controlled Substance, Drug, Device and Cosmetic Act of 1972 by adding tianeptine restrictions as clause (41) under prohibited acts

Takes effect immediately upon enactment
