Amends Section 5328 of Title 23 (Domestic Relations) to revise the factors Pennsylvania courts must consider when awarding child custody, with substantial weighted consideration given to safety-related factors including abuse history, violent behavior, and child protective services involvement

Expands the cooperation/conflict factor to explicitly include whether a party attempts to turn the child against the other parent, while protecting parents who take good faith safety measures from being penalized for those protective actions

Redefines parental duties factor to emphasize a party's willingness and ability to prioritize the child's needs by providing appropriate care, stability, and continuity, including attending to daily physical, emotional, developmental, educational, and special needs

Clarifies that a child's negative relationship with a parent shall not be presumed to be caused by the other parent, and that changes to stability/continuity are permitted when necessary to protect safety

Requires courts to provide all parties with a copy of the custody factors within 30 days of receiving a custody complaint, modification petition, or intervention petition; takes effect 60 days after enactment
