Amends the Pennsylvania Liquor Code's definition of "eligible entity" to simplify and broaden which organizations qualify for special event permits to serve alcoholic beverages

Replaces a lengthy, highly specific list of qualifying nonprofits with a streamlined definition that includes any 501(c)(3) nonprofit organization, along with traditional categories like churches, hospitals, volunteer fire companies, veterans' organizations, and museums

Retains specific eligibility for entities such as third-class cities, clubs with liquor licenses in existence for 100+ years, breweries operating 100+ years, Rotary clubs, NPR member stations, and Pennsylvania Public Television Network stations

Removes dozens of narrowly-tailored provisions that previously qualified only specific types of nonprofits based on location, purpose, or longevity requirements

Takes effect 60 days after enactment
