Secretary of Education must contract for an independent study to determine whether ACT and SAT could replace Pennsylvania's Keystone Exams in literature, algebra I, and biology while meeting federal requirements under 20 U.S.C. § 6311(b)(2)(H)

Report with findings and recommendations due within one year to the Governor and chairs/minority chairs of Senate and House Education Committees

Study must evaluate alignment with Pennsylvania core academic standards and whether ACT/SAT provide comparable, valid, and reliable student achievement data across all student subgroups

Study must assess whether ACT and SAT offer adequate testing accommodations for students with disabilities and English learners

Study must determine whether ACT and SAT meet federal assessment peer review technical quality criteria and provide unbiased school differentiation for Pennsylvania's accountability system
