Municipalities may use public funds and municipal employees for these projects after considering availability of resources and competing demands

Municipalities performing such work are protected from being deemed owners of the private laterals and are not required to perform ongoing maintenance duties

Requires municipalities to use American-made supplies for all replacement or remediation work, with "American-made" defined as produced, manufactured, mined, grown, or assembled in the United States

Allows a 30-day objection period when municipalities determine American-made supplies are unavailable or insufficient, with objections subject to judicial review under local agency action procedures
