Establishes the New Nursing Faculty Grant Program, administered by the Pennsylvania Higher Education Assistance Agency (PHEAA), providing $10,000 grants to new full-time nursing faculty members at accredited medical colleges in Pennsylvania

Eligible recipients must be Pennsylvania residents, employed full-time teaching nursing curriculum on-site (not online-only), and have been in the position for no more than three years

Grants may be renewed for up to four additional years (five years total) if the recipient remains in continuous full-time employment at the same institution, with renewal applications receiving first priority for funding

Grant funds may be used for professional expenses, loan repayment, or salary supplements, and are exempt from Pennsylvania state income tax

Appropriates $2,300,000 from the General Fund for fiscal year 2025-2026, with PHEAA permitted to retain up to 5% for administrative costs
