Amends Title 74 (Transportation) to restrict state aircraft use to exclusively official business, requiring passengers to sign a sworn declaration that they will not engage in political activities or attend sporting events during the trip

Prohibits lobbyists, principals, or individuals employed by or contracted with lobbyists or principals from receiving flights on state aircraft

Bans out-of-state flights except for emergencies attested to in writing by the Pennsylvania Emergency Management Agency executive director

Requires enhanced public disclosure in flight logs, including specific details about events attended (name, sponsor, public access) and meetings (subject matter and all attendee names)

Takes effect immediately upon enactment
