Prohibits insurers from denying dependent coverage based on the child's financial independence, residency, marital status, student enrollment, or employment status for those under age 26

Extends optional coverage for adult dependents ages 26-29 on group health policies at the employee's expense, provided the child is unmarried, has no dependents, is a Pennsylvania resident or full-time student, and has no other health coverage

Updates terminology in existing law from "mental retardation or physical handicap" to "intellectual or physical disability" and raises the age threshold for related provisions from 19 to 26

Takes effect only upon the Insurance Commissioner publishing notice that federal dependent coverage requirements under 42 U.S.C. § 300gg-14 have been repealed, invalidated by courts, or unenforced by the executive branch
