Creates new criminal offense of "kidnapping of animals" under Title 18 (Crimes and Offenses) of the Pennsylvania Consolidated Statutes

Prohibits intentionally, knowingly, or recklessly taking, selling, or purchasing dogs, cats, equine animals, swine, or cattle for resale, laboratory use, or animal fighting

Prohibits taking or carrying away dogs, cats, or equine animals without permission for special or temporary purposes

First offense involving resale/laboratory/fighting is a third-degree felony; second or subsequent offense is a second-degree felony

First offense involving unauthorized temporary taking is a third-degree misdemeanor; second or subsequent offense is a second-degree misdemeanor

Takes effect 60 days after enactment
