Persons with disabilities who qualify for disability plates/placards, or veterans with 100% service-connected disability, may renew driver's licenses or ID cards using their most recent photo and signature already on file with PennDOT, avoiding in-person visits

PennDOT cannot issue licenses under this provision if no photo or signature exists on file, or if material changes (name, height, eye color) need to be made, which must be done in person

REAL ID-compliant licenses cannot be issued under this provision if the photo on file is over 16 years old or will exceed 16 years at the next four-year renewal

The act takes effect 33 months after enactment (amended from the original 28 months)
