Protects personal information of pre-registered students under 18 from public disclosure under the Right-to-Know Law and excludes them from jury duty lists until age 18

Requires the Secretary of Education and Secretary of the Commonwealth to coordinate on distributing voter registration materials and maintaining a separate database for pending registrations until students reach voting age
