Proposes amending the Pennsylvania Constitution to require all voters to present valid, unexpired government-issued identification at every election

In-person voters must show valid ID before receiving a ballot; mail-in or absentee voters must provide proof of valid ID with their ballot

Requires the government to provide free identification to any qualified voter who does not possess valid ID, upon request and confirmation of identity

Retains existing voter eligibility requirements: U.S. citizenship for at least one month, Pennsylvania residency for 90 days, and election district residency for 60 days prior to the election

As a constitutional amendment, must pass the General Assembly in two consecutive sessions before being placed on the ballot for voter approval at a general or municipal election
