Grants amnesty to liquor licensees who had licenses suspended, revoked, or faced disciplinary action from the Pennsylvania Liquor Control Board for violating COVID-19 protocols during the Governor's Disaster Emergency period beginning March 6, 2020

Requires removal or reinstatement of disciplinary actions taken against licensees who failed to comply with COVID-19 related proclamations or orders issued by the Governor under emergency authority

Covers violations of Secretary of Health orders related to COVID-19, including disease control measures, isolation, quarantine, placarding, and movement restrictions under 28 Pa. Code

Applies to violations of COVID-19 guidance issued by both the Department of Health and the Department of Human Services

Takes effect immediately upon enactment
