Grants amnesty to retail food facilities that received disciplinary actions, penalties, or violations for failing to comply with COVID-19 protocols during the Governor's disaster emergency period beginning March 6, 2020

Requires removal of COVID-19 related violations from official inspection records maintained by local health departments, the Department of Health, or the Department of Agriculture

Mandates refunds of any penalties paid by retail food facilities for non-compliance with COVID-19 orders, proclamations, or guidance

Covers violations of Governor's orders, Secretary of Health orders, disease control regulations (isolation, quarantine, placarding requirements), and guidance from the Department of Health or Department of Human Services

Takes effect immediately upon enactment
