Requires all candidates for school district office in Pennsylvania to submit criminal history records from Pennsylvania State Police, FBI fingerprint-based background checks, and Department of Human Services child abuse clearances when filing nomination petitions

Disqualifies candidates convicted of serious offenses including criminal homicide, sexual assault, rape, kidnapping, aggravated assault, stalking, arson, child endangerment, corruption of minors, and sexual abuse of children

Disqualifies candidates named as perpetrators of founded child abuse reports within the preceding five years, or those appearing on the National Sex Offender Registry or state sex offender registries

Bars candidates convicted of felony drug offenses under Pennsylvania's Controlled Substance Act within the preceding five years from eligibility

Applies to elections held 180 days after the act's effective date, with the Department of State responsible for promulgating implementing regulations
