Amends Article VII, Section 12 of the Pennsylvania Constitution to narrow disqualifications for serving as an election officer

Removes "employment" from the list of disqualifying government connections, leaving only those who hold or recently held government "office or appointment" ineligible

Maintains the two-month waiting period for those who held qualifying government positions before serving as election officers

Preserves existing exemptions for notaries public and members of the National Guard or armed forces reserves

Requires the standard constitutional amendment process: passage by two consecutive General Assembly sessions, followed by voter approval at a general or municipal election
