Creates a special arts registration plate available for passenger cars, motor homes, trailers, and trucks with registered gross weight up to 14,000 pounds for a $41 fee (in addition to standard registration fees)

Establishes the Arts Promotion Fund within the State Treasury to provide grants for the arts, with $15 from each arts plate fee deposited into the fund

Pennsylvania Council on the Arts will design the plate and administer fund expenditures on a continuing appropriation basis

Expenditure estimates must be submitted to and approved by the Governor; the State Treasurer cannot honor requisitions exceeding approved amounts or available funds

Takes effect 60 days after enactment
