Amends the Public School Code of 1949 to establish rules for students in school districts that offer their own full-time cyber education programs

Students enrolling in their home district's cyber program pay no tuition beyond standard district fees that apply to all students

Students who choose to enroll in a cyber charter school instead must pay the per-student tuition cost themselves (or through their parent/guardian), calculated under existing charter school funding formulas and paid in 12 equal monthly installments

Students enrolled in cyber charter schools under these provisions would not be counted in their home district's average daily membership for state basic education and special education funding purposes

Takes effect 60 days after enactment
