Amends the Human Services Code to create new regulatory oversight for "small personal care homes" defined as facilities serving 3 or fewer non-related adults who need assistance with daily activities like dressing, bathing, diet, financial management, or medication but do not require licensed long-term care

Requires the Department of Human Services to conduct at least one unannounced annual inspection of each small personal care home and grants department agents authority to enter, inspect, and access records at any time

Mandates that all persons providing assistance or supervision in small personal care homes submit criminal history record information from the Pennsylvania State Police to the department

Establishes a small personal care home registry requiring administrators to register with the department, and directs the department to promulgate regulations setting minimum standards for building, equipment, operations, care, programs, training, and staffing

Authorizes the department, with Attorney General advice, to seek injunctions against violators; takes effect 60 days after enactment
