Requires inmates to complete either a voter registration application or a declination form prior to release or discharge from prison

Declination form must be developed by the Department of Corrections in consultation with the Department of State

Authorizes the department to prescribe, adopt, and enforce rules and regulations to administer the voter registration requirement

Amends Title 61 (Prisons and Parole) of the Pennsylvania Consolidated Statutes by adding new section 5912

Takes effect 60 days after enactment
