Defines foreign-influenced corporation as one where a single foreign investor holds 1% or more ownership, multiple foreign investors collectively hold 5% or more, or a foreign investor participates in the corporation's political decision-making

Requires corporations making political contributions to submit a certification to the Department of State within 7 business days, signed by the CEO under penalty of perjury, confirming they are not foreign-influenced

Imposes civil penalties up to $10,000 for violations; knowing violations by individuals carry fines up to $20,000 and/or up to 5 years imprisonment, while corporations face fines up to $40,000 and potential dissolution or loss of business rights in Pennsylvania

Takes effect 60 days after enactment, with Attorney General having primary prosecutorial jurisdiction and county district attorneys having concurrent authority
