Amends the Water Services Act to expand the definition of "authority" to include entities providing water or sewer services, rather than requiring both water and sewer services

Removes the 30,000 population cap from the definition of "city," allowing all third-class cities with home rule charters to fall under the act regardless of population size

Changes ownership requirements so authorities need only own sewer infrastructure or waterworks, rather than both

Effective date is 60 days after enactment
