Authorizes community energy facilities (solar up to 5,000 kW or 20,000 kW for brownfield/rooftop sites, and renewable natural gas devices) that allow Pennsylvania electric customers to subscribe and receive bill credits for generated electricity without needing on-site installations

Requires at least 50% of facility capacity be subscribed by small subscribers (25 kW or less) or agricultural operations, with no single subscriber exceeding 50% of capacity except for master-metered buildings or farms with at least three subscribers

Mandates guaranteed savings for subscribers by requiring subscription costs be lower than bill credit value, prohibits up-front fees and credit checks, and bars termination fees

Requires electric distribution companies to enter net crediting agreements, apply monthly bill credits, purchase unsubscribed energy at wholesale rates, and provide monthly reports to community energy organizations

Imposes Pennsylvania Prevailing Wage Act requirements on construction of community energy facilities, with violations resulting in fines of 10% of bill credit value multiplied by estimated 25-year production
