Establishes the Wildlife Rehabilitation Grant Program administered by the Pennsylvania Game Commission to provide funding to licensed nonprofit wildlife rehabilitators for treating injured, sick, orphaned, or displaced wildlife and improving rehabilitation facilities

Creates a tiered grant structure based on previous fiscal year wildlife intake: $2,500 for 1-100 animals up to $75,000 for more than 2,500 animals, with grants distributed first-come, first-served until funds are exhausted

Limits grants to one per calendar year per rehabilitator location, with the Commission required to approve or deny applications within 60 days

Establishes the Wildlife Rehabilitation Grant Fund as a nonlapsing State Treasury fund, which may receive legislative appropriations, federal money, grants, and donations, with unused funds reverting to the Game Fund at fiscal year end

Requires annual reports by June 1 to the Governor and legislative committees detailing applications received, grants awarded and denied, fund balance, and program improvement recommendations
