Amends the Municipalities Financial Recovery Act to add new requirements when receivers seek to sell, lease, or dispose of water or wastewater systems owned by financially distressed municipalities

Requires receivers to contact the Pennsylvania Public Utility Commission before proceeding with any sale or disposition of water or wastewater systems

Pennsylvania Public Utility Commission must complete and submit an analysis to the receiver and municipality within 90 days of being contacted

Prohibits receivers from proceeding with water/wastewater system sales if the PUC analysis determines the transaction would result in a 25% or greater increase in monthly average residential ratepayer bills

Takes effect 60 days after enactment
