Establishes the Pennsylvania State Plane Coordinate System based on the National Spatial Reference System, defining both horizontal and vertical positions of points on the earth's surface within the Commonwealth

Creates a two-layer zone structure: one single statewide zone for geospatial datasets and a layer of smaller regional zones for engineering or surveying projects

Requires the International Foot (0.3048 meters exactly) to replace the U.S. Survey Foot for all coordinate measurements, with coordinates expressed in meters or International Feet

Mandates that all land descriptions, plats, maps, and survey documents using the coordinate system must identify the system name, zone name, and source geodetic datum with epoch date

Repeals the 1937 Pennsylvania coordinate system law insofar as it is inconsistent with this act, with the new law taking effect in 30 days
