Amends Pennsylvania's Local Option Small Games of Chance Act to authorize licensed eligible organizations to host social card games (poker, hearts, rummy, pinochle, bid whist) on their premises for members only

Limits social card games to maximum $100 prize/payout per game, no more than 5 gaming tables, 10 players per table, and restricts play to hours between 1 p.m. and 1 a.m.

Prohibits organizations from charging fees for play, taking a percentage of wagers or winnings, or having any financial interest in game outcomes

Permits up to 5 card game tournaments annually per organization, with tournaments limited to 24 consecutive hours and prizes capped at $200 (Texas Hold'em tournaments prohibit entry fees)

Requires players to be at least 21 years old and mandates posting of wagering limits, rules, and problem gambling helpline information near gaming tables
