Amends Title 23 (Domestic Relations) to require courts to determine that a petitioning spouse's income and resources are insufficient for basic needs before awarding alimony pendente lite or spousal support

Courts must consider costs of prosecuting or defending the divorce action when evaluating a spouse's basic needs

Prohibits basing alimony pendente lite or spousal support determinations solely on presumptive support guideline rules or the party's standard of living during the marriage

Authorizes courts to award exclusive use of the family home or other available dwelling to either party during divorce proceedings

Takes effect 60 days after enactment
