Department of Transportation must waive fees for duplicate/corrected driver's licenses, photo IDs, vehicle titles, registration cards, and learner's permits for qualifying individuals and their dependents

Department of Health must waive fees for certified copies of birth records for qualifying individuals and their dependents

Individuals who provide materially false information to obtain fee waivers are subject to a $50 penalty plus the standard document fee

Requires both departments to establish implementation policies within 90 days of the act's effective date, with the Office of Victim Advocate developing standardized forms for documenting abuse
