Requires elected officials or their appointees to constitute a majority of membership on both metropolitan planning organizations (MPOs) and rural planning organizations (RPOs) in Pennsylvania

Mandates that elected officials or their designees also comprise a majority of policy boards and technical boards within these planning organizations

Defines "elected official" as a mayor or member of the governing body of a city, borough, incorporated town, or township

Requires all MPOs and RPOs in Pennsylvania to update their bylaws within one year of the effective date to comply with the new membership requirements

Takes effect 60 days after enactment
