Amends Title 23 (Domestic Relations) to change the definition of "noncertified copy of original birth record" from a summary document to a full photocopy marked "This is not a certified copy of a birth record"

Removes the requirement that adoptees must have graduated high school, completed a GED, or legally withdrawn from secondary school before requesting their original birth record—only the age 18 requirement remains

Eliminates the entire birth parent name redaction request system, which previously allowed birth parents to have their names removed from noncertified copies of original birth records provided to adoptees

Allows adoptees' descendants to request the noncertified copy of original birth record if the adoptee is deceased

Takes effect 60 days after enactment
