Amends Title 66 (Public Utilities) to prohibit the Pennsylvania Public Utility Commission from disapproving an energy efficiency and conservation plan solely because it includes mechanical insulation, provided the insulation is demonstrated cost-effective using a commission-approved total resource cost test.

Defines "mechanical insulation" as insulation materials, facings, and accessory products used for thermal requirements on mechanical piping and equipment, including hot and cold applications and HVAC systems.

Requires electric distribution companies to file revised plans within 60 days if their original energy efficiency plan is disapproved, with the commission then having 60 days to review the revision.

Takes effect 60 days after enactment.
