Strengthens state preemption of local firearm regulations by explicitly declaring the General Assembly's intent to occupy the entire field of firearms and ammunition regulation, rendering all municipal ordinances, resolutions, rules, or practices on this subject null and void

Creates a private right of action allowing any person adversely affected by a local government's violation of state firearm preemption laws to seek declaratory and injunctive relief plus actual damages in court

Requires courts to award reasonable expenses (including attorney fees, expert witness fees, court costs, and lost income) to plaintiffs who prevail or whose claims lead to repeal of the challenged regulation, provided they gave 60 days' written notice before filing

Mandates the Attorney General notify state associations for all municipalities of these changes within 30 days of the effective date

Takes effect in 90 days for the new legal remedies and preemption provisions, with the Attorney General notification requirement taking effect immediately
