Requires Pennsylvania State Police to establish and maintain three alert systems: the Pennsylvania Amber Alert System for abducted children, the Missing Endangered Person Advisory System for missing persons at special risk of harm, and the Green Alert System for missing veterans with service-related physical or mental health conditions

Imposes a $25 court cost on persons convicted of kidnapping, unlawful restraint, false imprisonment, interference with custody, and related offenses to fund the Amber Alert System

Prohibits unauthorized transmission of alerts purporting to be from these systems, with civil penalties up to $5,000 for violations

Provides civil immunity to media outlets and communications providers participating in good faith, as well as Good Samaritan immunity to individuals who assist in locating missing persons under these alerts

Repeals the existing Pennsylvania Amber Alert System Law (Act of November 24, 2004) and codifies all three alert systems under Title 35 (Health and Safety) of the Pennsylvania Consolidated Statutes, effective immediately
