Amends Section 2706 of Title 18 (Crimes and Offenses) to expand when terroristic threats can be charged as a third-degree felony rather than a first-degree misdemeanor

Terroristic threats remain a first-degree misdemeanor as the default offense under subsection (a)

Upgrades the offense to a third-degree felony when threats target churches, synagogues, religious facilities, schools, educational facilities, community centers, municipal buildings, courthouses, or state/local government buildings

Retains existing felony enhancement when threats cause occupants of buildings, places of assembly, or public transportation facilities to be diverted from normal operations

Takes effect 60 days after enactment
