Establishes mandatory minimum sentences for fentanyl trafficking based on weight: less than 1 gram (2 years, $5,000 fine), 1-10 grams (3 years, $15,000), 10-50 grams (54 months, $25,000), 50-100 grams (78 months, $25,000), and 100+ grams (96 months, $25,000)

Increases penalties for repeat drug trafficking offenders, with enhanced sentences ranging from 36 months to 108 months in prison and fines up to $50,000 depending on quantity

Requires enhancing elements (except prior convictions) that trigger mandatory minimums to be proven beyond a reasonable doubt and decided by the finder of fact at trial, rather than determined at sentencing by preponderance of evidence

Grants the Commonwealth appellate review rights when a sentencing court imposes a sentence below the mandatory minimum after the finder of fact has found an enhancing element

Takes effect 60 days after enactment
