Requires the Pennsylvania Department of Human Services to establish a dental benefit package for Medical Assistance recipients age 21 and older, separate from the existing pharmacy benefit package

Mandates restoration of dental services that were available before the September 24, 2011 benefit cuts (41 Pa.B. 5133), subject to available funding

Authorizes the department to seek a State plan amendment or federal waiver from CMS to implement the expanded dental coverage

Allows the department to offer reduced dental benefits if adequate funding is unavailable, but prohibits eliminating services below the post-2011 baseline level

Takes effect immediately upon enactment, with regulatory abrogation effective upon publication of federal approval notice in the Pennsylvania Bulletin
