Creates a new felony offense for knowingly or intentionally manufacturing, delivering, or possessing with intent to deliver fentanyl, fentanyl analogues, or any controlled/counterfeit substance containing even a trace of fentanyl

Establishes maximum penalty of 20 years imprisonment and/or a fine up to $500,000 for fentanyl-related violations

Amends Section 13 of Pennsylvania's Controlled Substance, Drug, Device and Cosmetic Act (P.L.233, No.64 of 1972)

Takes effect 60 days after enactment
