Establishes the Public Safety Resident Communications Pilot Program within the Pennsylvania Commission on Crime and Delinquency to provide grants to law enforcement agencies for purchasing community engagement software

Community engagement software must integrate with existing public safety notification systems (dispatch, victims' notification) without duplicating them, and must comply with Crime Victims Act notification requirements

Grant funds must supplement, not replace, existing funding; agencies may reapply in subsequent years for the same purpose and amount

Records created through the program are confidential and exempt from the Right-to-Know Law; software must only be used internally for community safety improvement, policing service review, and case status updates

Takes effect 60 days after enactment; grants must be geographically dispersed throughout Pennsylvania and include performance metrics to measure progress
